The county has no dark-sky ordinance. The City of Galveston's outdoor-lighting code seeks to preserve natural darkness and the night sky, requiring full cut-off fixtures that shield the light source and limit glare, with special protections near beaches and open water.
Unincorporated Galveston County sets no lighting ordinance (Texas counties cannot zone). In the City of Galveston, LDR Article 7 (Sec. 7.101) states a purpose of minimizing excessive artificial lighting that detracts from enjoyment of natural darkness and the night sky. Sec. 7.102 requires full cut-off fixtures, and Sec. 7.201 defines full cut-off as a shield intercepting all light rays. Sec. 7.105 adds coastal protections within 50 feet of open water or public beach, relevant to sea-turtle and habitat concerns.
The city may require modification, removal, or limited operation of fixtures found to be a public hazard or public nuisance under Sec. 7.106; mercury-vapor lighting is prohibited.
