Because Texas counties cannot zone, unincorporated Galveston County has no light-trespass ordinance. In the City of Galveston, LDR Sec. 7.104 requires single-family and two-family fixtures to be shielded so the source is not visible from abutting property and the light cast does not exceed 0.1 foot-candles at the property line or on any abutting window. Nonresidential overspill is capped at 0.3 fc (Sec. 7.102), and Sec. 7.105 limits trespass to 0.1 fc near beaches and open water. Motion-sensor lights must point away from neighbors' windows.
Fixtures causing light trespass that deprives a neighbor of reasonable use of their property may be declared a public nuisance and ordered modified or removed under Sec. 7.106.
