Pennsylvania regulates residential commercial-vehicle parking through municipal zoning and parking ordinances, not at the county level. Under the Municipalities Planning Code, your borough or township decides whether box trucks, tractor-trailers, dump trucks or heavy work vehicles may be parked or stored in a residential district. West Chester Borough, for example, bars parking or leaving standing any oversized vehicle or unattached trailer on public streets, rights-of-way or Borough lots without prior Parking Department approval, with narrow exceptions for on-site service or emergency repairs up to 24 hours.
