Unincorporated Modoc County has no ordinance restricting commercial-truck parking in residential areas, but its code does regulate truck routing. Chapter 10.18 requires freight terminals to apply for designated truck-terminal access routes, and Chapter 10.16 bans vehicles with road-damaging lugs or cleats on paved county roads.
Modoc County does not have a residential commercial-vehicle parking ban (no weight or size limit on parking a truck near homes) in its code. It does control where commercial trucks travel. Modoc County Code Chapter 10.18 (Truck Terminal Access Routes) requires the owner or operator of a freight terminal - a facility where freight is consolidated, loaded, or offloaded, or where vehicles are regularly maintained or stored - to apply to the county road commissioner for route clearance and signing (Sections 10.18.010-10.18.020). Applications must show terminal location, preferred and alternate routes, adequacy of entries, exits, and parking, and any road geometry concerns; accepted routes are submitted to Caltrans for review (Section 10.18.040). Approval may be revoked if a designated terminal route performs unsatisfactorily, and the applicant may bear signing and analysis costs (Sections 10.18.050-10.18.060). Separately, Chapter 10.16 makes it unlawful to operate any vehicle with lugs, cleats, gougers, or other protruding implements that can damage paved or oiled county highways or wooden bridges, though standard metal tire studs are exempt. General commercial-vehicle stopping and parking on county roads otherwise follows the California Vehicle Code.
Operating a vehicle with road-damaging lugs or cleats on a paved county highway or wooden bridge is unlawful under Modoc County Code Section 10.16.010. Freight terminals must obtain a designated access route under Chapter 10.18; unapproved or unsatisfactory routes can be revoked. General commercial parking violations on county roads are enforced under the California Vehicle Code.
