Blocking a driveway on any unincorporated Shasta County road is prohibited by the California Vehicle Code. On private lots, the County's zoning code keeps residential off-street parking out of required front and street-side yards and requires improved, maintained parking areas.
Shasta County has no separate ordinance about parking across or in front of driveways; this is controlled by the California Vehicle Code on county roads. CVC Section 22500 makes it unlawful to stop, park, or leave a vehicle standing in front of a public or private driveway. That applies on every county-maintained street regardless of whether the county has posted signs, and it protects both your own driveway and your neighbor's. The Sheriff or California Highway Patrol enforces it and may cite or tow. On private property, the county's zoning off-street parking chapter (Ch. 17.86) shapes where and how driveways and parking pads may be used. Code Section 17.86.070 provides that off-street parking spaces for one- and two-family residences may not be located in required front or street-side yard areas, while Section 17.86.080 allows parking and access in interior side and rear yards except in required landscape areas. Code Section 17.86.030 requires that off-street parking and loading facilities be improved before final inspection or occupancy and maintained in good condition for the life of the use they serve. Driveway approaches that connect to a county road are also subject to Public Works encroachment-permit requirements.
Parking in front of a public or private driveway violates CVC Section 22500 and can result in a citation and tow by the Sheriff or CHP. Placing required residential parking in a front or street-side yard, or failing to keep parking areas improved and maintained, violates zoning Code Sections 17.86.070 and 17.86.030 and is handled by Resource Management code enforcement at (530) 225-5761.
