Short-term rental permit rules in Shasta County, CA — also called Airbnb permits, vacation rental licenses, or STR registration — list the application steps, fees, and operating requirements for hosting.
Every short-term rental in unincorporated Shasta County requires a Planning Division permit under Shasta County Code Section 17.88.230, adopted by Ordinance SCC 2020-05. Two permit types exist: Vacation Rental (whole-house) and Hosted Homestay (room-rental while owner resides on site).
On July 21, 2020, the Shasta County Board of Supervisors adopted Ordinance 2020-05 amending the Zoning Plan to regulate short-term rentals in the unincorporated area. Pursuant to Shasta County Code Section 17.88.230, an application for a Vacation Rental is required when a property owner intends to provide, for compensation, overnight accommodations in an entire one-family residence for a period of 30 consecutive calendar days or less. A Hosted Homestay application is required when only room(s) are offered for overnight accommodations and the owner resides in the one-family residence while the room is being rented. Vacation Rentals are permitted in all zone districts that permit a one-family residence by right and in the Mixed Use District, provided all required permits have been secured. The application packet requires a Planning Permit Master Application, a site plan showing on-site parking and trash receptacle locations, a labeled floor plan, a Vacation Rental Permit and Limitations on Use form signed by all recorded property owners, proof of a fire inspection conducted within one year by the local fire protection agency or CAL FIRE, a Certificate of Uniform Transient Occupancy Tax from the Shasta County Tax Collector, proof of current valid liability insurance, and payment of fees adopted by the Board of Supervisors. The initial deadline to bring existing rentals into compliance was November 21, 2020. Permits are non-transferable to another property or to subsequent owners absent an amended application, and annual renewal is required.
Operating without a permit is a violation of SCC Section 17.88.230 enforced under Subsection 17.88.230.I. Per Shasta County Code Section 1.08.010, a violation of any regulatory provision is an infraction, escalating to a misdemeanor on the third or subsequent violation within any twelve-month period; each day a violation continues is a separate offense punishable separately. Misdemeanor penalties under Section 1.08.020 include up to one year in county jail and fines up to one thousand dollars.
