Short-term rental permit rules in Redding, CA β also called Airbnb permits, vacation rental licenses, or STR registration β list the application steps, fees, and operating requirements for hosting.
Redding regulates short-term rentals under Redding Municipal Code (RMC) Section 18.43.180. The ordinance recognizes two categories: a Hosted Homestay (owner-occupied dwelling renting individual rooms, processed by a Hosted Homestay Affidavit) and a Vacation Rental (an entire single-family dwelling rented for under 30 days, processed by a Site Development Permit). New vacation rentals cannot be located within 600 feet of an existing approved vacation rental.
Redding's short-term rental program lives in Title 18 (Zoning) of the Redding Municipal Code at Section 18.43.180. The City Council last amended the section on June 17, 2025 to allow short-term rentals as a permitted use in the Downtown Mixed Use District (DMUD) and to reject a citywide 50% cap. The code defines two tiers: a 'Hosted Homestay' is an owner-occupied dwelling unit with more than one habitable room (excluding apartment units and duplexes) where individual rooms are rented for less than 30 days while the owner remains on-site; a 'Vacation Rental' is an entire single-family dwelling rented to a single party for less than 30 days. Hosted Homestays are approved through a Hosted Homestay Affidavit at the counter (Development Services, 777 Cypress Avenue, 1st floor). Vacation Rentals require a Site Development Permit issued at the Director level, with a 10-day public appeal period before the permit becomes effective. A 600-foot buffer between approved vacation rentals applies citywide, except apartment units legally nonconforming in the DMUD that convert to STR. Every applicant must designate a local site manager who can respond within 45 minutes, submit a floor plan and site plan, obtain a Redding business license (Chapter 6.02 RMC) from the City Clerk, and open a Transient Occupancy Tax account with the Finance Department before listing. Permits are valid one year and require annual renewal. Operating days are limited to 180 rental-days per calendar year for vacation rentals.
Operating without a Site Development Permit or Hosted Homestay Affidavit is a zoning violation enforceable by Redding Code Enforcement under Title 1 RMC, with administrative citations escalating from $100 to $500/$1,000 per occurrence. The Director can revoke a Site Development Permit for repeated violations. Complaints can be filed through the city's Deckard portal at complaints-str.deckard.com/redding-ca-str-complaints. Continued unpermitted operation can be abated by injunction in Shasta County Superior Court.
