A four-bedroom vacation rental is therefore capped at 8 overnight guests; a two-bedroom Hosted Homestay with both rooms rented is capped at 4. The ordinance separately prohibits a vacation rental from being rented to multiple separate parties concurrently - operators cannot split a single SDP-permitted dwelling among unrelated booking groups to skirt the per-bedroom cap. The 180-day-per-calendar-year rental cap further limits use intensity. California Building Code Β§1004 and Health & Safety Code Β§17920.3 (substandard housing) provide a fallback minimum-room-area floor: each habitable room must contain at least 70 square feet, and bedrooms must allow 50 square feet per occupant after the first. The Redding standard is generally more restrictive than the state floor and is what Code Enforcement applies in practice. Infants under one year are not typically counted; children over one count fully unless the Site Development Permit conditions specify otherwise. Hosts must list the maximum legal occupancy on every platform listing under the ordinance's advertising-disclosure requirements.
Exceeding the two-per-bedroom cap is a violation of RMC 18.43.180 and grounds for Site Development Permit revocation by the Development Services Director. Code Enforcement may issue administrative citations starting at $100 per occurrence and escalating to $500/$1,000 for repeat violations within one year. Renting to multiple parties concurrently is a separate violation and can trigger immediate permit suspension. Persistent overcrowding can be referred to Shasta County Health under Health & Safety Code Β§17920.3 for substandard-housing enforcement.
