Michigan does not yet preempt local right-to-charge in HOAs and apartments, so policies vary.
Blocking an EV charger by a non-EV in Farmington Hills (Sec. 30-793) is a civil infraction subject to fine and tow at owner's expense. Royal Oak downtown EV parking violations start at $35. Statewide under MCL 257.676b enforcement, fines range $100-$250 depending on the local ordinance and may include vehicle removal under MCL 257.252.
