Pima County does not impose a blanket overnight parking ban on public roads in unincorporated areas. Vehicles parked on public roadways must not obstruct traffic or create safety hazards. The Pima County Sheriff handles parking complaints including vehicles that are apparently abandoned, inoperable, or blocking access. Arizona law (ARS 28-1101 through 28-1108) governs abandoned vehicles on public property -- a vehicle may be classified as abandoned after 48 hours if it appears inoperable or has no current registration. In residential subdivisions, HOA CC&Rs commonly restrict overnight street parking, prohibit vehicle storage on streets, and limit the types of vehicles that may be parked visible from the street (targeting RVs, boats, and commercial vehicles). Rural unincorporated properties generally have ample off-street parking.
