Oneida County itself does not impose countywide overnight parking restrictions on public roads. Overnight parking rules are set by individual municipalities. The City of Utica (Code Β§2-20-4) prohibits parking on most streets from 2 AM to 6 AM from November 15 through April 1 annually to enable snow plowing. The City of Rome (Code Β§78-31) has similar seasonal restrictions. Many towns (New Hartford, Whitestown, Marcy, Kirkland) activate overnight bans only during declared snow emergencies announced via local media and town websites. Vehicles parked during snow emergencies are subject to ticketing and towing at owner expense. Tractor-trailers and commercial vehicles generally cannot park overnight on residential streets under local ordinances. Private parking lots (malls, apartments) set their own overnight rules via private property posting under NY VTL Β§1224.
Winter parking ban violation: $50-$100 fine. Snow emergency violations: $100+ plus towing costs of $150-$300 plus storage fees ($25-$50/day). Repeat offenders may have vehicles booted.
