Delaware County sets no countywide rule for parking RVs, boats, or trailers at a home. Each of the 49 boroughs, townships, and cities regulates it under the PA Municipalities Planning Code. Rules vary widely, so check your local code.
Pennsylvania counties do not do land-use zoning, so where you may store a recreational vehicle, boat, or trailer on residential property is a municipal question under the Municipalities Planning Code (Act 247, 53 P.S. §10101 et seq.). Radnor Township, for example, allows an RV or boat on a driveway only by special exception: it must sit at least 13 feet from the face of the curb, be parked perpendicular to the front curb, not overhang the sidewalk or right-of-way, and be for storage only. Other Delco municipalities require rear-yard storage, screening, or a permit. Confirm the setback, screening, and time limits in your own borough or township zoning ordinance before parking an RV or boat.
Enforcement is municipal. A zoning officer issues a notice of violation with time to comply; unresolved violations become summary offenses before a magisterial district judge, with fines commonly up to $500 per day under local ordinance.
