Noblesville treats unattached trailers (including boat trailers and travel trailers) and recreational vehicles very differently on the street than on a private lot. On the public right-of-way, Section 72.47 of the Code of Ordinances flatly prohibits stopping, standing, or parking an unattached trailer of any kind on any public street, alley, or roadway except for utility-maintenance vehicles or temporarily approved booths and concessions, and no motor vehicle (RV included) may sit on a public street for more than 72 consecutive hours. On a residential lot, the city's Vehicle and Trailer Guide allows no more than two recreational vehicles to be parked or stored at any one time, plus one additional visiting RV for up to 10 consecutive days and not more than 14 days in any one year.
Two layers of the Noblesville code govern RV and boat parking. On the street, Section 72.47 (Parking on public street) is unusually strict for Indiana: 'no person shall park a motor vehicle on a public street for more than 72 consecutive hours,' and 'no person shall stop, stand, or park an unattached trailer of any kind on any public street, alley, or roadway except for vehicles used in conjunction with public utility repairs or maintenance of their utilities.' That language sweeps in boat trailers, utility trailers, pop-up campers, and detached travel trailers. The only exceptions are temporary booths and concessions tied to an approved activity. Underlying state law also applies: under IC 9-21-16-5, no vehicle may be parked within 15 feet of a fire hydrant, in or within 20 feet of a crosswalk at an intersection, on a sidewalk, or within 30 feet of a flashing beacon, stop sign, or traffic control signal. On a residential lot, Noblesville's Vehicle and Trailer Guide (published by the city) caps the resident at two recreational vehicles parked or stored at any one time on a single property, with one additional visiting RV permitted for a maximum of 10 consecutive days and not to exceed 14 days in any one year. Section 72.46 separately prohibits storing equipment or vehicles in a city right-of-way, easement, or temporary cul-de-sac unless specifically authorized by the Board of Public Works & Safety or by an encroachment, improvement-location, or building permit issued for related construction. Code Enforcement (within the Planning Department) handles lot-side complaints; the Noblesville Police Department handles right-of-way and on-street issues, including community-service-officer inspection of vehicles and trailers in the public right-of-way.
Leaving an unattached boat trailer, utility trailer, or detached travel trailer on a Noblesville public street, alley, or roadway violates Section 72.47 of the Code of Ordinances regardless of how long it is left. Leaving an RV or any motor vehicle on a public street for more than 72 consecutive hours is a separate Section 72.47 violation. Storing more than two recreational vehicles on a residential lot (other than the limited visitor exception of up to 10 consecutive days and 14 total days per year) violates the Vehicle and Trailer Guide standards. Parking within 15 feet of a fire hydrant, in or within 20 feet of a crosswalk at an intersection, on a sidewalk, or within 30 feet of a flashing beacon, stop sign, or traffic signal violates IC 9-21-16-5.
