Fremont, CA Parking Rules: Street Parking Limits (2026)

California Vehicle Code Section 22651 gives Fremont peace officers and parking enforcement staff broad removal authority for on-street violations. Subsection (b) authorizes towing any vehicle parked or left standing upon a highway in a position so as to obstruct the normal movement of traffic or in a condition so as to create a hazard to other traffic. Subsection (d) targets driveway blocking directly: a vehicle illegally parked so as to block the entrance to a private driveway can be removed once it is impractical to move the vehicle from in front of the driveway to another point on the highway.

Subsection (r) covers a narrower but common complaint, a car boxed in by an illegally parked vehicle: removal is authorized if a vehicle is illegally parked and blocks the movement of a legally parked vehicle. Fremont layers its own local rule on top of this state authority. 570 governs which direction a car must face at the curb: on a one-way street, a vehicle may stop or park within 18 inches of the left-hand curb facing the direction of travel unless signs say otherwise, and on a two-roadway highway with one-directional traffic, parking on the left side is barred unless signs permit it.

Commercial vehicles actively loading or unloading freight are allowed to back up to the curb under subsection (d) of that section, so long as they stay short of the center line and do not block traffic. The city manager decides, street by street, when left-side or angle parking is authorized and posts the signs that make each rule enforceable.
