ROH § 15-14.1 bans stopping, standing, or parking on sidewalks, within 4 feet of a driveway, within intersections, within 20 feet of a crosswalk, and on freeways without signs. ROH § 15-14.5 prohibits parking where official signs are posted. ROH § 15-14.6 bans parking during certain hours. Metered zones (ROH § 15-22.4) operate 7 AM–6 PM weekdays with rates up to $3/hour downtown and in Waikiki. ROH § 15-26.10 sets minimum fines; each additional hour of a continuing violation is a separate offense. The city may tow under ROH § 15-13.9.
