General on-street parking in Tustin follows the California Vehicle Code, but the city adds posted time-limit zones (24-minute green curb up to 12-hour) and a Preferential Permit Parking Program that bans 2 a.m.-6 a.m. parking on permitted streets except by permit. The Tustin Police Department Traffic Unit enforces.
Most basic street-parking rules in Tustin come straight from state law — for example, vehicles must be within 18 inches of the curb (CVC 22502(a)) and may not block intersections, crosswalks, sidewalks, or driveways (CVC 22500). On top of state law the Tustin City Code adds posted local time limits. The city's adopted Schedule of Parking Penalties lists timed-parking sections from Tustin City Code 5331(a) '24 minute parking - green curb' through 5331(b) 40-minute, 5331(c) 1-hour, 5331(d) 2-hour, 5331(e) 4-hour, 5331(f) 8-hour, and 5331(g) 12-hour zones, plus 5331(h) 'No Parking - left side, unless posted.' The biggest local overlay is the Preferential Permit Parking Program: under the City's Policies (v.03202023) the program 'restricts parking from 2 AM - 6 AM, 7 days a week, on permitted streets, except by permit.' Each parking citation also carries a $12.50 state surcharge on top of the base fine, and unpaid citations add a $35 late penalty after 29 days. Where no local sign or curb color is posted, a vehicle may otherwise remain subject only to the 72-hour storage limit of Tustin City Code 5330(e).
Overtime parking in a posted zone is cited under the matching Tustin City Code 5331 subsection at $51. Parking 2 a.m.-6 a.m. on a permitted street without a permit is cited under 5331(n) at $51. State-law violations (e.g., over 18 inches from curb, CVC 22502(a)) are also $51. Citations gain a $35 late penalty after 29 days and a $5 DMV-hold service fee. Enforcement is by Tustin PD Traffic Unit, 714-573-3225.
