Charlotte requires building permits for renovations involving structural changes, electrical, plumbing, or HVAC work. Cosmetic work is exempt. North Carolina law (GS 160D-1110) governs building permit requirements. Permits are submitted through Mecklenburg County.
Charlotte requires building permits for renovations that alter structural elements, modify electrical systems, change plumbing, or involve HVAC modifications, per North Carolina General Statute 160D-1110. Separate trade permits are required for electrical, plumbing, and mechanical/HVAC work β these must be obtained by licensed contractors. Cosmetic renovations such as painting, wallpaper, flooring replacement, and cabinet replacement typically do not require permits. Window and door replacements require a permit if the opening size changes. Roofing replacement requires a permit. Kitchen and bathroom remodels almost always require permits. Renovations in Charlotte's designated historic districts require additional Historic District Commission (HDC) review and a Certificate of Appropriateness. Permit applications are submitted through Mecklenburg County. The CIRC office provides pre-application guidance.
Renovating without permits: stop-work order, civil penalties, and retroactive permitting required.
