Permits are submitted to the Building Permits and Inspection Division at 916-875-5296. Structural work requires plans by a licensed architect or engineer. All work must comply with the current California Building Code (2025 codes effective January 2026). Inspections are required at designated stages including foundation, framing, electrical rough-in, plumbing rough-in, and final inspection. Projects in flood zones or other special hazard areas may require additional review and documentation.
Renovation work without required permits is a building code violation. The county may issue stop-work orders, require retroactive permitting with additional fees, and mandate opening of walls for inspection of concealed work. Unpermitted work can create complications during property sales.
