Use is shaped by HCSO general orders, the Texas Public Information Act, and Carpenter v. United States limits on warrantless tracking. The Texas Attorney General opined in 2023 that mass ALPR scanning does not require a warrant but data sharing across agencies must comply with Government Code Chapter 411 and CJIS rules.
