Baytown, TX Property Maintenance: Snow & Sidewalk Clearing (2026)

Baytown is located on the upper Texas Gulf Coast where snowfall is extremely rare. The city does not have a snow removal ordinance and does not require property owners to shovel or clear snow and ice from sidewalks or driveways. In the rare event of winter weather such as the February 2021 freeze, the city activates its Emergency Operations Center and coordinates response through the Office of Emergency Management. During severe winter events, the city may issue boil-water notices, open warming centers, and suspend normal services. Property owners are still responsible for general sidewalk maintenance including repair of damaged or uneven sections. Baytown's property maintenance code requires that sidewalks adjacent to private property be kept clear of obstructions, vegetation overgrowth, and debris year-round. Property owners are responsible for maintaining the sidewalk in front of their property in a safe and passable condition.
