Baytown, TX Property Maintenance: Vacant Lot Maintenance (2026)

Baytown's nuisance ordinances require owners of vacant and undeveloped lots to maintain their property in a clean and orderly condition. Grass, weeds, and vegetation must be kept below 12 inches in height consistent with the city's general grass height standards. All junk, debris, rubbish, and abandoned materials must be removed. Vacant lots may not be used for storage of vehicles, equipment, or materials unless properly zoned. Property owners must prevent illegal dumping and trespassing. The city sends notice to property owners when violations are identified, providing a compliance window typically of 10 to 14 days. If the owner fails to act, the city may mow, clean, or abate the nuisance and charge all costs to the property owner. These costs become a lien on the property if unpaid. Repeated violations of the same lot allow the city to enter and maintain the property without additional notice for 12 months after the initial notice. Vacant lots adjacent to occupied residences receive priority enforcement. The city may also require fencing of vacant lots in areas with persistent trespassing or dumping.
