Louisville Metro Code of Ordinances Β§97.23 requires the owner, occupant, or person in charge of any property abutting a public sidewalk to remove snow, sleet, and ice from that sidewalk within 24 hours after precipitation ends. The cleared path must be the full width of the sidewalk where practical, and ice that cannot be removed must be treated with sand, salt, or approved de-icing agents. Corner properties must also clear curb ramps to ensure ADA accessibility. Louisville Metro Public Works handles street plowing but not residential sidewalks. The city offers the SNOW team (Seniors Needing Outdoor Winterizing) matching program through Metro United Way connecting volunteers with elderly and disabled homeowners. Downtown Business Improvement District (DBID) properties face additional commercial clearing obligations. Snow dumped back into the street violates LMCO Β§97.24 and creates traffic hazards.
Failure to clear within 24 hours: $25-$500 civil fine per LMCO Β§97.99. Metro may clear the sidewalk and bill the property owner the cost plus administrative fee as a lien. Slip-and-fall liability for injuries falls on the non-clearing owner under Kentucky premises liability law.
