Property owners must also keep premises free from garbage, trash and waste under MCC 8.10.010, so overflowing or litter-strewn container areas can draw a code violation. Because containers are owned by the hauler, residents arrange container size, repairs, and replacements directly with Waste Connections rather than the city.

Containers that block traffic or sidewalks, or premises left with garbage and litter around containers, violate MCC 8.15.030 and 8.10.010.
