Practical considerations remain: HOAs may still set reasonable, evenly applied quality and appearance standards (such as product grade, edging, and drainage), and any installation should be graded so runoff does not drain onto neighboring lots. Synthetic turf is also a water-conserving choice that aligns with conservation goals in the Pinal Active Management Area.
There is no City of Maricopa prohibition on artificial turf to violate. An HOA that bans turf outright, or regulates it more strictly than natural grass, in a community that allows natural grass risks violating Ariz. Rev. Stat. 33-1819, which awards attorney fees to the prevailing party. Poor installation that drains onto a neighbor can still raise drainage or nuisance issues.
