The City of Maricopa (Pinal County) treats loud, unnecessary or excessive noise as a public nuisance. Under zoning performance standard MCC 18.110.050, regulated noise activities are prohibited when they occur after 10:00 p.m. but before 6:00 a.m., are continuous for at least 15 minutes, and are plainly audible beyond the property line.
Maricopa addresses nighttime noise in two places. The general public-peace ordinance, MCC 9.20.010(A), makes it unlawful to make or permit any excessive, unnecessary or offensive noise that disturbs the peace or quiet of adjoining property or a neighborhood, or that causes discomfort or annoyance to a reasonable person of normal sensitivity, at any time of day or night. The zoning performance standard, MCC 18.110.050, adds a measurable nighttime framework: listed activities (amplified sound, animal noise, vehicle noise, shouting, loading/unloading) are prohibited when they produce loud, unnecessary or unusual noise that is excessive, disruptive or annoying; continue for at least 15 minutes or occur after 10:00 p.m. but before 6:00 a.m.; are plainly audible beyond the property line; and disturb the peace and quiet of a neighborhood. The city manager or designee may grant a written temporary exemption (up to 30 days) for special circumstances. Both ordinances are enforced through the city's Code Enforcement division, which can issue civil citations for nuisance violations.
Noise nuisances are abated through Code Enforcement. Officers may issue civil citations; persistent violations can escalate to criminal misdemeanor charges under the public-peace title. Under MCC 18.110.050, the property owner, occupant, event sponsor, lessee, or any attendee causing the disturbance may be held responsible; after three violations on the same property, the property owner is also liable.
