The City of Maricopa prohibits loud vehicle noise, including grinding/rattling engines, missing or modified mufflers, and muffler cutouts or bypasses, under MCC 18.110.050. Vehicle noise in Maricopa is governed by both city and state law. MCC 18.110.050(B)(3) prohibits using any automobile, motorcycle or other vehicle, engine or motor 'in such a manner as to create loud and unnecessary grating, grinding, rattling, or other noise.' The same ordinance requires operating any gasoline (or other) mechanical device only with a muffler in good working order and in constant operation to prevent excessive or unusual noise, and expressly bars use of any muffler cutout, bypass or similar device. The general public-peace ordinance MCC 9.20.010 also reaches motor-vehicle repair: within any residential area of the city it is unlawful to repair, rebuild or test any motor vehicle between 8:00 p.m. and 5:00 a.m. in a manner that causes a reasonable resident discomfort or annoyance. At the state level, A.R.S. 28-955 requires every motor vehicle to be equipped with a muffler in good working order to prevent excessive or unusual noise and prohibits muffler cutouts, bypasses and similar devices. Together these rules target loud exhaust, revving and after-hours vehicle work.
Loud or modified-exhaust vehicles can be cited by Maricopa Code Enforcement under MCC 18.110.050 and by law enforcement under A.R.S. 28-955. After-hours residential vehicle repair that disturbs neighbors violates MCC 9.20.010. Penalties range from civil noise citations to state traffic equipment violations.
