NRH requires trash bins to be maintained in good condition, free of odors attracting pests, and stored out of public view between collections. Damaged carts from Republic Services are replaced at no charge.
Property maintenance rules in NRH require that solid waste and recycling carts be kept clean, secure, and stored in a manner that does not create a nuisance or attract vermin. Cart maintenance expectations include: keeping lids closed between collections to deter animals and control odors, rinsing carts periodically to prevent bacteria buildup, not overfilling carts to the point the lid cannot close (excess trash is not collected), storing carts behind the front building line when not set out for pickup, and keeping carts free of graffiti and major damage. Carts damaged due to normal wear, collection equipment, or manufacturer defect are replaced free of charge by Republic Services. Carts lost or damaged due to owner negligence (fire, misuse, theft) may be replaced for a fee. Residents moving out must leave carts at the property, as carts are assigned to addresses not individuals. Multifamily dumpsters must be maintained by the property owner and kept clean, with enclosures in good repair. Accumulated trash outside carts, overflowing dumpsters, or bags left in yards constitute nuisance violations enforced by Code Compliance. Households generating excess trash can request an additional cart through Republic for a monthly fee.
Overflowing carts, animal-attracting bins, or chronic improper storage are Class C misdemeanors with fines up to 500 dollars per day after notice under NRH Code Chapter 42.
