HOAs commonly impose even stricter rules, such as requiring carts be stored fully inside the garage or screened by specific fence styles. Chronic violations (carts left at the curb for days or stored in the front yard visible from the street) can trigger Code Enforcement notices, warning letters, and, if unresolved, Class C misdemeanor citations carrying fines up to $500 per violation. For homes without garages or rear access, a simple lattice or fence panel screen on the side of the house is usually sufficient to meet the screening requirement. Vacant, commercial, and multi-family properties have separate dumpster enclosure requirements with full three-sided masonry enclosures.
