Grapevine enforces property maintenance standards under its Code of Ordinances and the adopted International Property Maintenance Code (IPMC). Blight conditions actionable under the code include: structural deterioration such as sagging roofs, rotting wood, peeling or flaking paint on wood surfaces, broken or boarded windows, missing siding or trim, unsafe stairs or porches; vegetation overgrowth above 12 inches; accumulated junk, debris, scrap materials, and discarded building materials in yards; inoperable, wrecked, or unregistered vehicles not stored in an enclosed garage; broken fences; and animal waste or unsanitary conditions. Code Enforcement officers inspect complaints and routine drives. Upon finding a violation, they issue a written Notice of Violation giving the owner typically 10 days (sometimes 30 for structural repairs) to correct. If ignored, the city may issue citations, hold an administrative hearing, perform the abatement (mow, remove junk, board unsafe openings), and assess costs as a lien against the property. Serious structural deterioration can result in an Unsafe Building designation and possible demolition order.
