Grapevine does not have a snow removal ordinance because significant snowfall is rare in North Texas. Year-round, however, property owners are responsible under the Code of Ordinances for keeping public sidewalks adjacent to their property clear of overgrown vegetation, tree limbs at less than 8 feet of vertical clearance, debris, gravel, and other obstructions that impede pedestrian passage. The city streets department clears major arterials and bridges with brine and salt during winter weather events. For liability, Texas common law generally protects landowners from claims based on natural accumulation of ice and snow, but artificial accumulations (such as water discharged from a downspout that freezes on a sidewalk) can create liability. Report obstructed sidewalks to Grapevine Code Enforcement or Public Works. During ice events, local TV and the city website provide updates.
