Roll carts must be stored on your own property, not left on the public right-of-way except on collection days. Carts must be placed at the curb correctly and removed promptly after pickup, and must have a closed, sealed lid and not overflow.
New Orleans City Code Ch. 138 governs residential and small-business roll carts. Between collections, carts must be stored on the user's property, and it is unlawful to leave a cart adjacent to the curb except on regular collection days. On collection days, carts are placed at the curb in front of the service location so they open toward the street or alley and do not block traffic or pedestrians. Garbage must be inside the cart (not overflowing) with a closed, sealed lid, or in an approved black 3-ply / 0.5-mil bag. Standard eligible residential properties receive one free 96-gallon cart; seniors 65+ and persons with disabilities may request a 35- or 64-gallon cart via 311.
Cited under Ch. 138 through the city's administrative adjudication system; solid-waste violations are punishable by civil fines up to the maximum allowed by law, plus costs and fees.
