Owners of vacant lots in unincorporated Jefferson County must control noxious weeds under the Colorado Noxious Weed Act (CRS 35-5.5) and keep the lot free of junk and rubbish. The county can abate weeds and rubbish under CRS 30-15-401 and bill the owner.
There is no separate 'vacant lot registration' program in unincorporated Jeffco, but the same nuisance and weed duties apply to empty parcels. Under CRS 30-15-401 the county may compel removal of rubbish and of weeds and brush from lots (except agricultural land in current ag use and industrial tracts of 10+ acres) and assess the cost. Jeffco Invasive Species enforces the Colorado Noxious Weed Act: List A species must be eradicated countywide; List B are eradicated, contained or suppressed by location. Cities regulate vacant lots within their own limits.
If an owner fails to abate, the county may remove the rubbish/weeds and record a lien on the property for the cost (CRS 30-15-401). Weed enforcement follows CRS 35-5.5-108.5 and 109.
