Vacant or undeveloped lots in Palo Alto are subject to the same property maintenance standards as occupied properties under Chapter 9.08 of the Palo Alto Municipal Code, plus weed abatement requirements administered by the Fire Department. Each spring the city issues weed abatement notices requiring property owners to cut grasses and weeds to four inches or less, remove dead vegetation and combustibles, and clear defensible space around any structures by a stated deadline (typically early summer). Vacant lots must be kept free of accumulated trash, illegal dumping, abandoned vehicles, and used as unofficial dump sites, and owners are responsible for abating graffiti, removing encampments, and securing the property against unauthorized access. If owners fail to comply by the deadline, the city may abate vegetation or blight and charge costs as a lien against the property.
