However, California Streets and Highways Code Section 5610 and Palo Alto Municipal Code Chapter 12.08 make adjoining property owners responsible for keeping sidewalks safe and free of obstructions. Owners must trim overhanging hedges and tree branches so that at least eight feet of vertical clearance is maintained above the walkway, remove tripping hazards such as raised slabs where caused by private trees, sweep up leaves and debris that could cause slipping, and prevent irrigation runoff from icing or puddling on the sidewalk. Owners may not store objects such as trash carts, construction materials, or planters on the sidewalk. The city administers a 50/50 sidewalk repair program for damage caused by street trees.
