Vacant and undeveloped lots must still be kept clear of tall weeds, rubbish, and fire fuels. Castle Rock caps weed and grass height at 12 inches on all properties; unincorporated lots fall under county nuisance and noxious-weed rules.
There is no exemption for empty land. In Castle Rock, the property-maintenance code applies to every parcel, so vacant lots may not be overgrown with grass or weeds exceeding 12 inches in height, and rubbish may not accumulate. In unincorporated Douglas County, owners must control noxious weeds under the Colorado Noxious Weed Act (C.R.S. Title 35, Article 5.5) and keep lots free of nuisance conditions and fire fuels, which matters in the wildland-urban interface around Roxborough and the foothills. The county and Town can abate an unmaintained lot and bill the owner.
After written notice to abate, the jurisdiction may cut weeds or remove debris and assess the cost, often as a lien, against the property.
