Castle Rock's Health and Safety code (Title 8, Chapter 8.12) applies to all properties, including vacant lots, and makes it the owner's responsibility to manage weed height and debris. The Town states "Properties may not be overgrown with grass or weeds exceeding 12 inches in height" and "Any accumulation of rubbish, trash, or solid waste is not allowed." The 12-inch limit is largely for fire prevention on the Front Range. Owners of empty parcels receive reminder letters when out of compliance.
