Large vehicles otherwise barred from residential streets may stop to load and unload, or while actively rendering services in the immediate area. Elsewhere, parking in posted loading zones and blocking accessible passenger loading zones is regulated by the adopted Model Traffic Code.
CRMC 10.16.020 states nothing in Chapter 10.16 prohibits parking a restricted vehicle on a residential right-of-way for loading and unloading during that period, or where the vehicle is actively rendering services in the immediate area. "Rendering services" means commercial activities tied to the vehicle's business purpose, such as making deliveries, service calls, and accepting articles for removal or delivery. Posted loading-zone signs are enforced under Model Traffic Code Section 1204 (adopted at CRMC 10.04.010), and Section 1208 prohibits blocking passenger loading zones and accessible routes reserved for persons with disabilities.
Posted loading-zone and blocking-access violations are traffic infractions. Blocking disability-reserved access carries minimum fines of $350 / $600 / $1,000 for first, second, third offenses (CRMC 10.04.040.E).
