Blaine's grass and weed standard is set in Chapter 90, Article II (Weeds and Tall Grass). As amended to align with Minnesota's native-landscaping law (Minn. Stat. 412.925), Sec. 90-34(a) declares vegetation 8 inches or greater in height, measured from the base at ground level to the tip of the stalk, stem, blade or leaf, or vegetation that has gone to seed, a public nuisance on any platted lot or outlot. (Blaine's June 2024 Residential Guide still references a 6-inch figure, but the amended ordinance and the City's amendment notice set the current threshold at 8 inches.) The ordinance includes definitions in Sec. 90-31. A 'managed natural landscape' or native planting is exempt when the owner follows a land management plan and posts signage during establishment; the prior 51% neighbor-approval requirement was eliminated by the amendment. On a first violation the City serves a 10-day notice by personal service or U.S. mail; for additional violations in the same calendar year, a 3-day notice by posting applies (Sec. 90-35). If the owner fails to comply, the City performs the abatement and assesses the cost to the owner (Sec. 90-36). Violations are a misdemeanor punishable under Sec. 90-32 / Sec. 1-7.
