ROH Chapter 43 makes it unlawful to ride a skateboard on a public roadway or in a designated commercial district, including Waikīkī, downtown Honolulu, and Chinatown business areas, where pedestrian traffic and vehicle conflicts are highest. Riders under 16 must wear an approved helmet on any sidewalk or path. Skateboards are barred from public parking structures, transit platforms, and posted government plazas. Designated skate parks at Aʻala, Kanewai, and ʻEwa Mahiko provide legal venues. The ordinance also prohibits aggressive trick-riding that endangers pedestrians and grants HPD discretion to cite or impound boards.
Citations are typically civil infractions of $50 to $250, with confiscation possible for repeat offenses. Helmet violations for minors trigger fines on the parent or guardian under ROH §43-3.
