NYC has no general skateboarding ban, treating skateboards as permitted recreational devices. Parks Department rules under 56 RCNY §1-04 ban riding on park paths except in designated skate parks, and Vehicle and Traffic Law §1234 limits skating in roadways.
Skateboarding on city sidewalks is generally legal under NYC rules, although Admin Code §19-176 reserves sidewalks primarily for pedestrians and police can issue summonses for reckless riding. In city parks, 56 RCNY §1-04(g) restricts skateboarding to designated areas, and Parks Enforcement Patrol issues summonses with fines up to $50 for violations. The Department of Transportation has built dozens of skate plazas including Pier 26 and Riverside Skate Park. Skating in roadways and on sidewalks faster than walking pace can also violate VTL §1234 and disorderly conduct rules. Helmets are not required by city law for ages 14 and up.
Skating in a non-designated park area violates 56 RCNY §1-04 with civil fines up to $50; reckless skating in roadways exposes the rider to VTL §1234 traffic violations and disorderly-conduct summonses under Penal Law §240.20.
