Under Baltimore City Health Code Article 13, Subtitle 18, landlords are responsible for inspecting and exterminating bed bug infestations in rental properties using a Maryland-licensed pest professional. Tenants must report suspected infestations in writing within 5 days and provide reasonable access for treatment. The Baltimore City Health Department (BCHD) may issue notices of violation if remediation is not commenced within 7 days of confirmation. Multi-unit buildings require inspection of adjacent units. Landlords cannot retaliate against tenants who report infestations. Dispute resolution runs through the Environmental Control Board.
Civil citations of $50-$500 per violation; BCHD may order vacating units posing health risks; failure to remediate becomes a code lien.
