Used syringes from medical or substance-use settings must be placed in FDA-approved sharps containers and dropped at MOA-supported sites including the Four A's, select pharmacies, and Anchorage Health Department clinics. Loose syringes in curbside trash or recycling violate AMC Title 26 solid waste rules and create exposure risk for sanitation workers. Alaska law (AS 18.35.310) authorizes syringe-services programs, and Anchorage allows nonprofit needle-exchange operations as part of its harm-reduction strategy. Possession of a syringe with residue alone is not a crime when associated with a registered program.
