Anchorage follows federal EPA Renovation, Repair and Painting (RRP) Rule and HUD Title X disclosure for homes built before 1978. The state of Alaska is authorized to run the RRP program; certified firms are required.
Any paint-disturbing renovation work in Anchorage dwellings built before 1978 is subject to the federal Renovation, Repair and Painting (RRP) Rule (40 CFR 745). Contractors must be certified, use lead-safe work practices, provide the EPA Renovate Right pamphlet to owners and occupants, and contain dust. Sellers and landlords must give buyers or tenants the EPA disclosure under Title X of the 1992 Housing and Community Development Act. Alaska is an EPA-administered state for RRP rather than having its own program. Child-occupied facilities such as daycares, schools, and pediatric clinics built before 1978 are also covered. Violations can carry federal civil penalties. Anchorage Development Services checks RRP certification on permit applications for qualifying renovations. Free blood lead testing for children is offered through public health clinics in the Municipality under Alaska DHSS programs.
