AMC Title 23 adopts the IBC requirement that egress doors in commercial and multifamily buildings open with a single motion from the inside without keys, special knowledge, or effort, with limited exceptions.
Schools, assembly spaces, apartment building common doors, and most commercial occupancies must have lever or panic hardware that releases the latch with one operation. Deadbolts requiring a key from the inside are prohibited on most egress doors. Limited classroom security devices are allowed only when they meet IBC 1010 conditions, including ability to unlock from outside by staff. AFD enforces during inspections, particularly after fatalities elsewhere prompted stricter review. Cold-climate weather seals and double doors are common, but must not impair single-motion egress.
Notice of violation, mandatory hardware replacement, fines for repeat violations, and inability to obtain or maintain certificate of occupancy until corrected.
