Under subsection (b), the landlord may enter without consent only "in case of an extreme hazard" involving potential loss of life or severe property damage. Subsection (c) states the landlord "shall not abuse the right of access or use it to harass the tenant."
No specific statutory penalty. A tenant facing unlawful entry or harassment may recover damages and obtain injunctive relief, and may have grounds to terminate under K.S.A. 58-2559.
