TRAO applies when a landlord obtains a permit that displaces tenants — demolition, change of use, substantial rehab, or removal from the rental market. Landlords pay half the relocation amount; the city pays the other half to income-qualified tenants. The 2025 payment level is roughly $4,500 per qualifying household. Landlords must give written notice at least 90 days before displacement and submit a Tenant Relocation License application with the Seattle Department of Construction and Inspections (SDCI). Tenants below 50% area median income generally qualify.
Failure to provide TRAO notice, submit a Tenant Relocation License application, or pay the landlord's share triggers SDCI enforcement, civil penalties, permit holds, and tenant private rights of action including double damages and attorney fees.
