Livonia, MI Rental Property Rules: Rent Control (2026)

Michigan Compiled Law 123.411 expressly prohibits cities, townships, and counties from enacting, maintaining, or enforcing any ordinance that controls the amount of rent charged for leasing private residential property. As a result, Livonia cannot and does not impose rent caps, rent stabilization, or mandatory registration tied to rent levels. Landlords are free to set initial rents and adjust rents at lease renewal, subject to the terms of the written lease and applicable notice requirements. The Michigan landlord-tenant relationship is governed by the Truth in Renting Act and MCL 554.131 and following, which cover security deposits capped at 1.5 months rent, return timelines of 30 days, and standard duties of repair and habitability. Livonia does operate a Rental Housing Registration and Inspection program under Chapter 15 of the City Code to enforce minimum property maintenance standards, but this program addresses habitability and safety only, not rent prices. Tenants facing large rent increases can negotiate, seek legal aid, or relocate at the end of the lease term.
