Livonia requires all non-owner-occupied residential rentals to be registered and inspected every two years through the Inspection Department. Fees and pass certificates are required before lease-up.
The Livonia Code of Ordinances Chapter 15.40 requires every owner of a residential rental dwelling (including single-family homes, duplexes, condos, and multi-family units) to register the property with the City Inspection Department and obtain a certificate of compliance. Registration must occur before a unit is offered for rent and be renewed on the two-year inspection cycle. Owners must supply contact information for a local agent if they reside outside Wayne County. Each unit is inspected for compliance with the International Property Maintenance Code, life-safety provisions (smoke and CO alarms, egress, GFCI outlets in wet areas), and exterior maintenance. Inspection fees are approximately 75 dollars for the first unit plus a per-unit fee for additional units, with re-inspection fees for failed items. A passing inspection produces a Certificate of Compliance that must be kept on file and provided to tenants upon request. Operating an unregistered rental is a municipal civil infraction and can block utility service transfers. Registration forms are available at Livonia City Hall, 33000 Civic Center Drive.
