Livonia, MI Parking Rules: Loading Zones (2026)

Livonia does not set loading dock hours through its zoning code; the restriction lives in the City's noise ordinance. Section 8.32.070(B)(13) of the Code of Ordinances lists loading and unloading among the specific acts the city treats as prohibited noise: loading or unloading any motor vehicle, including solid waste trucks, or opening, closing or destroying bales, boxes, crates and containers between 11:00 p.m. and 7:00 a.m., where the resulting sound crosses a residential property boundary or reaches into a designated noise sensitive zone such as the area around a school, church, library or hospital while in use.

The noise ordinance's enforcement track runs through the City's noise control director rather than through zoning review. Under Section 8.32.050, the director can issue a violation notice giving up to ninety days to come into compliance, and can order noise tests if the recipient disputes the finding; the losing party pays for testing. A confirmed violation is a misdemeanor punishable by a fine of up to five hundred dollars, with each day of continued violation a separate offense under Section 8.32.050(H).

Separately, Livonia's Zoning Ordinance sets the physical size of required loading spaces rather than their hours of use. Section 9.08 requires commercial and industrial buildings to provide off-street loading bays scaled to building size, starting at one 10-by-25-foot space for buildings up to 1,400 square feet and rising to three 10-by-50-foot spaces plus one additional space per 50,000 square feet for the largest buildings, with all loading confined to rear or interior side yards in industrial districts and never permitted in a front yard.
