Livonia, MI Parking Rules: Snow Removal Parking Rules (2026)

63 of the Livonia Code of Ordinances, the "snow alert ordinance" adopted under Ordinance No. 3013, Section 18, in 2016, lets the mayor, or the mayor pro tem in the mayor's absence, declare a snow alert whenever snow has accumulated or is likely to accumulate deep enough to require plowing on city streets. 040 makes it unlawful to park any motor vehicle or trailer on any street, road or avenue in the city until the alert is terminated. The mayor or mayor pro tem must publicize the declaration and its termination through radio or television broadcasts covering the city, and may also use newspapers or other means; a street that becomes clear curb-to-curb between two intersections is automatically excluded from the restriction even before the citywide alert ends.

060 gives vehicle owners a six-hour window after notice of the alert to remove parked vehicles or trailers from any street. After that window, the Livonia Police Department, the Director of Inspection or the Director's designees, and the Department of Public Works or its designees may ticket the vehicle, remove it, and impound it. The owner must pay towing, impounding and storage costs before the vehicle is returned, on top of any fines assessed for the underlying violation. 070 creates a legal presumption that the registered owner of a vehicle was the person who parked it in violation, shifting the burden in enforcement proceedings. The chapter does not replace any other parking restriction already applying to a given street.
